3% environmental fee, then 5% GST
Two separate charges, not one. The 3% environmental fee is calculated on material plus trucking. GST of 5% is then applied on top. Both are itemized on your quote.
Because trucking is billed by time, it helps to know what moves the clock. The main factors:
Anything that keeps the truck waiting on site, such as a locked gate, blocked access or nobody available to confirm the dump location, is billable at the same trucking and fuel rates. Having the spot cleared and someone reachable is the single easiest way to keep your cost down.
The fuel surcharge is charged per trucking hour. The bracket is set from the twice-monthly average price of diesel, using UFA Fort Saskatchewan daily retail diesel prices including carbon tax.

Two things worth noting. The environmental fee is 3% of material plus trucking only, not of the fuel surcharge. GST is then 5% of everything above it, fuel surcharge included. The environmental fee and GST are separate charges, not a combined 8%.

20mm road crush is a mixture of fractured gravel and fines designed to grade and compact into a firm base. It is commonly used beneath driveways, parking pads, pavers, concrete work, retaining walls and other prepared surfaces. Product appearance and exact composition can vary naturally between loads.
You may also hear it called 3/4 inch road crush, crushed gravel or compactable road base. It is not a decorative rock. The fines are what let it lock together and hold a grade.
